George Newcombe Chandler, II, born September 19, 1938, to Elizabeth C. and John R. Chandler in Cleveland, Ohio where he resided for most of his life, passed away at the age of 75 at his Vero Beach, Florida residence on December 28, 2013. George attended Hawken and Choate Schools followed by Washington and Lee University. After serving in the army, George joined Pickands Mather & Co., Cleveland, Ohio where he became president in 1987. Following Pickands Mather’s acquisition by Cleveland-Cliffs, Inc., from 1990-2000, he traveled the globe as President of Pickands Mather & Co. International and Senior Vice President of Cleveland-Cliffs, Inc. having commercial and operating responsibility for the Savage River Mines in Tasmania, Australia until his retirement in 2000. He was a member of the board of directors for Sky Financial Group in Bowling Green, Ohio until 2007. He was married to Mary Hollington in 1960 and had four children prior to her death in 2000. In 2004, he married Sara Brackman Taylor and moved to Vero Beach, Florida. George was active in civic and educational organizations including Hattie Larlham where he was president and emeritus trustee. He was on the board and past president of Lochland School in Geneva, New York where his son, George currently resides. He was active in the Cleveland Council on Foreign Relations and the Cleveland Council on World Affairs. He served as class agent at Choate School for over 50 years and supported as an active fundraiser several other local institutions in Cleveland, Ohio. He was past president of the Union Club of Cleveland, Tavern Club and the Kirtland Country Club all in Cleveland, Ohio. He was director of the Riomar Golf Club in Vero Beach, Florida where he was chairman of the Buildings and Grounds Committee overseeing the recent construction of the beach club and maintenance facilities. He was an ardent duck hunter at the Winous Point Shooting Club in Port Clinton, Ohio. An avid golfer, he was elected a member of the United States Senior’s Golf Association in 2005. George was a warm, giving, charismatic and endearing man who will be missed by many. He is survived by his wife Sara Chandler, his daughters Elizabeth K. Chandler (Carl Greppin) of Cleveland, Ohio, Margaret C. Martin (Byron) of Wolfeboro, New Hampshire, his sons George N. Chandler, III of Geneva, New York, Christopher C. H. Chandler (Vanessa) of Palm Beach Gardens, Florida, his step daughters Maggie Taylor (Jerry Uelsmann) of Gainesville, Florida, Sara Rich (Tony) of Atlanta, Georgia. George is also survived by his brother John Rust Chandler of Lakeville, Connecticut, and his sister Laura Marshall of Easton, Maryland. He was a dear grandfather to Christopher, Katherine, Charles, Kaitlyn, Chase, Mary, Christopher, Jackson and Alexandra. Steven D. Jared Horton “Jed” Luviano, 57, died unexpectedly December 28, 2013 at his home in Vero Beach. Jed was born in Yonkers, NY and lived in Vero Beach for 15 years coming from Abington, PA. He was a graduate of Abington High School, Abington, PA and attended Biscayne College, Miami, FL. Jed was the co-owner of the former American Bar and Grill along with his wife, Cindy and mother-in-law, Babe in Vero Beach, and A Step Above Photos also in Vero Beach. He was a member of Holy Cross Catholic Church, Vero Beach where he served as a Eucharistic Minister. Jed was a 3rd Degree Knight, Knights of Columbus Holy Cross Council #12141. Survivors include his wife of 11 years, Cindy Luviano of Vero Beach; daughter, Kristin Michelle Luviano of Washington, D.C.; mother, Patricia Luviano of Vero Beach; mother-in-law, Edith “Babe” Hulton of Vero Beach; uncles, George Horton and Robert Horton both of Vero Beach; brother, John Luviano, Jr. (Phyllis) of Glenside, PA; sisters, Dona Brookreson (David) of Huntingdon Valley, PA, Sara Carey (Chris) of Brentwood, CA and Mary Barnes (Greg) of Vero Beach and numerous nieces and nephews. Willard “Bill” Starr, of Vero Beach passed away December 27, 2013. The members of the Indian River County Sheriff’s Office, in concert with the family and friends of Willard “Bill” Staar, wish him to be remembered as, those fortunate enough to have known him can solemnly attest, the respected and gentle man he was. A father of five, grandfather of nine, and brother to one, Bill’s avuncular nature made him the patriarch not only to his own family but to the many in law enforcement with whom he spent most of his professional life. With the loss of Bill, there will forever be an absence within our ranks and our hearts.  Bill began his public safety career as a guardian of his country. He spent 3 years in the United States Marine Corps where he reached the rank of corporal. His law enforcement career started shortly after his military discharge when he took a position as deputy sheriff with the Cook County Sheriff’s Office in Chicago in the 1960s. He was among the first officers in the Chicago area to form a drug and vice unit and was later instrumental when the Indian River County MACE Unit (narcotics squad) was created. Bill began with the Indian River County Sheriff’s Office in 1986 and spent most of his career as a drug detective and excelled in all areas to which he was assigned. He also served as a correctional officer for a brief period in the 1990s with the Florida Department of Corrections before returning to the agency he considered home, the Indian River County Sheriff’s Office. His law enforcement career yielded 10 departmental commendations including the Sheriff’s Award for Valor. After 50 years in law enforcement, Bill retired in March 2013. He remained active with the Indian River County Sheriff’s Office as a member of Reserve Unit and was appointed to the Board of the Treasure Coast Crime Stoppers. When he left the Sheriff’s Office, Bill noted the thing he liked best about his job was the camaraderie of a small unit. When asked why he joined the Sheriff’s Office, he stated, “law enforcement is in my blood.” We should all be so fortunate to have Bill’s passion.
